Basic Income Support Grant to Replace SRD

The Basic Income Support (BIS) grant is being developed as a long-term social assistance programme after the overwhelming success of the Social Relief of Distress (SRD) grant.

Initially launched in 2020 as an emergency measure during the COVID-19 pandemic, the SRD grant provided R350 per month to eligible South Africans struggling with financial hardship. The grant was later increased to R370 per month.

Although it was originally intended to last for only six months, the programme continued for years as millions of South Africans remained dependent on the financial support.

More Than 8 Million South Africans Benefited

According to the Department of Social Development, over 8 million South Africans currently rely on the SRD grant to meet basic needs.

The department described the programme as a major success, noting that recipients primarily used the money to purchase:

- Food

- Electricity

- Clothing

- Other essential household necessities

Officials also said the grant played a significant role in supporting local businesses and stimulating economic activity within communities.

Research Shows SRD Grant Reduced Poverty

The DSD cited findings from several independent studies, which concluded that the SRD grant has been highly effective in reducing hunger, poverty, and inequality across South Africa.

Researchers also found that the financial support enabled many beneficiaries to actively search for employment and participate in other income-generating activities, making the grant more than just short-term relief.

Government Pushes Ahead with Basic Income Support Policy

Backed by the national government and the Presidency, work is now underway to transform the temporary SRD programme into a permanent Basic Income Support (BIS) system.

The department hopes to complete the policy framework by March 2027, paving the way for future implementation once all legislative and funding processes are completed.

Ramaphosa Reaffirms Commitment

President Cyril Ramaphosa reaffirmed his commitment to introducing the Basic Income Support grant during his 2026 State of the Nation Address (SONA).

The President said government remains focused on strengthening South Africa's social protection system while helping millions of vulnerable citizens cope with rising living costs, unemployment, and economic challenges.
