According to documents reviewed by Fox News Digital, the board's decision was heavily influenced by concerns that Vang could face deportation, despite the severity of his crimes.

The records show that the two commissioners who opposed the pardon cited the serious nature of Vang's offenses as the primary reason for rejecting his request. However, the four commissioners who supported clemency referenced immigration-related concerns in their recommendations.

One commissioner, Zach Linstrom, acknowledged the difficulty of the case but argued that Vang's six children should not lose their father.

> "Very tough case, but the kids not having a father is not in the best interest of society," Linstrom wrote in his recommendation.

Another commissioner, Artika Roller, also backed clemency, stating that Vang's request was closely tied to his immigration status.

> "The applicant stated the need for clemency related to immigration issues," Roller wrote.

Following the board's recommendation, Governor Tim Walz approved a full pardon for Vang.

However, the decision did not prevent federal immigration authorities from taking action. U.S. Secretary of State Marco Rubio later revoked Vang's legal status, clearing the way for his deportation despite receiving a state pardon.
